Development of the Client Data Repository for Social Welfare Services

In 2024, the development of the service will focus on finalising functionalities in accordance with the obligation to join Kanta as stipulated in the Client Data Act. In addition, service providers will be supported in deployment.

AnkkuriSaving of notifications of data sharing within social welfare

Social welfare clients have the right to receive information on the use and sharing of their client data and the reasons for the sharing of the data. Monitoring the use and sharing of client data is a key requirement for securing the client's rights. The service provider must therefore collect log data on a register-specific basis and store them in the Kanta Services' log register storage service for monitoring and supervision. 

The client can view the log data later in MyKanta.

AnkkuriThe sharing of client data in social welfare services under the extensive right to access data through the Kanta Services

The Client Data Act, which will enter into force on 1 January 2024, will make it possible to search for information from Kanta using an extensive right of access. The social welfare authorities have an extensive right of access to information if the information is required to determine the client's need for social welfare, to organise and implement social services, or to verify the information provided to the service provider.

Within the granted access rights, the social welfare authority may search for client data from Kanta using an extensive right of access even if the client has not consented to the sharing of the data or has denied consent to data sharing.

The recording of social welfare appointment booking information in the Kanta Services and its display in MyKanta will be implemented in the next few years. The schedule will be specified during 2024.

The requirements and specifications of the obligation to join Kanta as stipulated in the Client Data Act were mostly published in autumn 2023. The aim is for the functionalities required in the obligation to join Kanta to be ready in the Kanta Services no later than in spring 2024. Kanta Services supports those deploying the Client Data Repository for Social Welfare Services as well as information system providers in their deployments. 

The specifications and requirements of the obligation to join Kanta have been frozen at least until autumn 2024 in order to secure deployments. New specifications related to the obligation to join Kanta as a whole will only be published if necessary, for example, due to changes in legislation.
